What you want then is an electric fry pan or grill_

A hot plate is something that holds a teapot, kettle or another pan. I think you can also get table-top burner units, on which you place other pans, but an electric skillet or grill would be easier to maintain. Depends on what you find out there.

Go shopping for something with an on/off switch, buttons or a touch panel
you can braille.  I would shoot for a toaster oven.
Hot plates have been around forever, and are used for minor stove-top
cooking.  You do not have a stove top where you are?

I tried the instapot and it didn't work, so I don't want to get something
else that is inaccessible.
