Other people have talked about this -- basically, the creator of a PDF has
to do things to make it fillable.  It is a bit complicated, and most people
don't know how to do it, so even if it is fillable, it may not be good.

Some PDF's look like a printed form. You have to print them out, fill out by
hand, or type, or whatever, obviously not very accessible. 

Forms are a huge accessibility problem, without many good solutions.
On-line forms are generally more accessible.
