I guess we'll never know the ratios at those places, but if you were one 
person for, say 8 babies, I could see doing it--though it would break my 
heart.

When I worked at a day-care, another staff member and I had 17 one-year-olds 
all by ourselves.  Ratio is one adult for four children.  It was a zoo.  I 
can't imagine having those kinds of ratios every day 24/7.
