This is basically what my husband used to do to Gab.  When she was very
young and we were in a public place, he would make her sit on his lap and
when she got a little older, he would make her sit next to him. Let me tell
you, she doesn't like this punishment. V

Tell him that if he can't trust her to be good then he will just "glue" her 
to him.  How long do you think she'd like to have to be within his reach or 
sitting right next to him?
After all, children get grounded to the house when mom can't trust them 
outside.
