I agree 100 percent.  We went swimming yesterday at a friends house and
that's exactly what they did with their little one, put a life jacket on
her. V

Oh, Jo Elizabeth!  If there isn't a way for the baby to be held securely in 
it, you should get a life jacket.  Whatever you use, make sure it's Coast 
Guard approved.  Then you could take her swimming and if they show up at 
your door, show them what you put her in.  They'll leave your house shaking 
their heads at the stupidity of some people.  Maybe you could call them and 
ask them the hypothetical question about what they'd do if someone called in

with that complaint.
That woman is a fear-mongerer.  If you've a cell phone, take it with you. 
If you see her and she says something about calling, offer her your phone 
and tell her you want to talk to them when she's done.
