Why not just lay him in the tub with a couple inches of water? 
Get in with him or at least put your legs at the spicket end of the tub
so he won't hurt himself with it. And, keep a hand or foot on or near
him so you know what he's doing.

Wow, OK.

This may not work but maybe it will.  If you have a bathtub what about
an infant blow up raft that would be used in a pool?  Maybe you could
find one that is small enough to fit in the tub and just keep a hand on
him wile bathing.

I don't know but hope this helps.
