Hi Ralynn,
That was my concern when purchasing an infant seat as well, so I emailed 
Graco and asked them if the carseat was safe to use with a seatbelt without 
the base.  I got an immediate response and they assured me it was.  For 
whatever seat you would like to buy, I suggest emailing the company and 
asking.  I think most of them can be buckled in without a base, but of 
course you will want to know that for sure before you purchase it.  I think 
most people are used to dealing with families who have their own car that 
they can leave the base in, so it must be an uncommon question as to whether 
or not you can use it without the base.  I assure you though, the Graco 
SafeSeat always buckled in tightly and secure without the base.  There are 
slots on both sides that the seat belt slides into to hold it in place.  I 
chose that one because it holds longer babies, and I wasn't sure when my 
baby would be ready for the Sit 'n Stroll, as it sits rather upright, so 
baby has to have good head control before you will want to use that.  My 
husband is tall and my girls were both long babies. :-)  Anyway, I would 
hope you would get an answer by email from any company regarding this.
