That's essentially my understanding.  I know in order for the twins to 
become ours we had to specifically ask them to put them on the list and 
direct them to us.  Agencies get lists of "children of promise" which are 
the special needs children.  The countries I've seen on Bethany Christian 
Services lists were the Philipines, China, India (I may have seen others but 
can't remember them).  All the other countries listed blind children but 
China did not.
