Hi. What you're probably thinking of is a tow pram. You put it around
your waist, attach the stroller and pull it behind you. They are used in
the U.K., not so much here and I don't have an answer as to why.
You can also just pull a sroller behind you, stroller in one hand, cane
in the other.

Hi all,
I have sort of blind parenting question.
There are many a times that I will want to take my daughter out in the
stroller, but I am blind. How does a person blind push their little one
around in a stroller if they need to have a cane in front of them while
walking.
I heard something about the parent straps themselves to the stroller and
the
stroller is now behind them and can use your cane in front of you. There
an
official name or product that is this strap. How would I go about
finding
one? Any help would be appreciated.
