Also, I think the baby needs to be able to sit up to be safe and comfortable in an umbrella stroller. 
Since you are working for this mom (i.e. it isn't your baby) 
you need to talk with her about solutions to this problem. What she wants, wins. I will assume that she's reasonable and that you can explain the pros and cons with each method.

The lighter strollers, often called umbrella strollers, are great because 
they can be easily carried when folded up.  However, I don't know that 
they'll last through several children, so your friend might end up buying 
more than one.  Some people claim they've had trouble with the umbrella 
strollers tipping, but I never have, as long as I didn't hang anything heavy 
like the diaper bag on the handles.
