I recently looked up the regulations for car seats, since I was thinking of 
graduating my daughter to a booster.

Keep your child in a car seat with a five-point harness for as long as 
possible, since that's the safest option.  Don't graduate him or her to a 
booster just because the fourth birthday has come and gone or the 
forty-pound weight limit has been exceeded.

To graduate to a booster, your child must be four years old, or forty 
pounds, *and* your child must be taller at the shoulder than the shoulder 
straps on the car seat at their highest setting.  So the height requirement 
must be met before considering a booster, even if the child is four years 
old, or forty pounds.

Sorry, Sarah, it'll be a good while in the car seat yet.  More like sorry, 
Mom, you have to drag the bulky thing around.  But I'll keep her in it as 
the safest option till she won't fit anymore.  I was a premature baby, and 
still catching up--I don't think I would have met the requirements to get 
out of a car seat till I was in the second or third grade.  But when we were 
kids, seat belts weren't even mandatory.  My mom drove a retired postal 
jeep, and we rolled around in the back of that thing like jelly beans, 
playing and fighting.  It's scary to think what could have happened.
