You can turn off the air bags in most cars if you are too short for them. 
I'd hate to think what an airbag would do to a short person like me, since 
it would probably hit me in the face.  I had a friend who was in an accident 
where the airbag deployed, and she said it was like getting hit with a board 
or a brick wall.  Better than hitting the steering wheel and then the 
windshield, which she would have done, but still.  She had several bruises 
from the air bag, the bigger ones on her belly were the size of grapefruits. 
I'll never let my daughter sit in the front seat of any car, just in case 
there's an airbag, till she's at least taller than I am at five one.
