        You may be surprised.
My daughter deffinately cared about fashion as a toddler. Of course it was her idea of what looked good, not necessairly my idea.
She said to me when she was about two "I want a pretty dress not a stupid shirt".

And, you can have conversations with him now about safety and appropriate behavior. You may be surprised at what he understands.

Hello Sharon,

When my son is older we might be able to find some "cool" clothes for him
that he likes and are bright.  That's the beautiful thing about toddlers,
they don't care about fashion and the brighter the colors the more fun the
item!  The nice thing is that when Dawson is older we will be able to have
conversations about safety and sticking close.

The vest might be OK when your son is as young as he is, but when they get
older, and not much older, they won't want to stand out so much from the
appearance of the other kids, in my opinion.
