Thank you Aron, this is what I was trying to get at but not being successful at it.
Somebody has to "own" this carnival. Find out who they are if you do want to go.

Pipi,
There has to be a coordinator or two who put this whole thing together so
what you could do is show up early and find someone who's in charge of the
event and let them know of your concerns. I'm sure they'll be more than
helpful to make sure and either assist you themselves or find someone who
can help you during the event so you can relax and enjoy it yourself while
your daughter has a blast just being a kid.

No, this is a school P.T.O. carnival. There isn't set adult supervision.
As for my strangers comment, no there isn't anything going on other than my
probably way too over protective desire to know where Savannah is at all
times.
Savannah is my miracle baby. She will be my only child. And I'm sure it
isn't healthy, but there is always that little fear in the back of my head
that something will happen. I like to give her the freedom she wants and
should have, but I also need to have some control of how I'm going to assure
she is safe.
I don't know the parents of other kids since she isn't in school yet. So
other than the few teachers that taught when I was in school, it's will be
hundreds of strangers for me.
And I hate crowds as it is.
And I'm rambling...
