[blparent] light dependent children

When we can't count on the daylight through the windows, we do make
sure to have lights on for Jacob. I don't know how this translates for
people in a darker-than-optimal environment where they still might be
able to see a little, but experiments have proven that total lack of
visual input can cause irreparable brain damage to cats. I always
tended to leave lightoff before--hey, it's cheaper! But this is
something Jacob needs, so we make sure to do it.
