[blparent] Blind child gets adequate instruction in Braille

I saw the story about Henry Miller getting adequate instruction in braille.
 So my question is: Why did the Oceanport Local School District want to
hear from Hank about his ability to read braille?  It was obvious that his
eyes, neck and others were hurting.  What took them so long?
