I am responding to Miles escaping from daddy.
1. Bells on the shoes. Never left the house with out them.
2. Hand holding and clamp down if they try to get away. My kids are seven
and ten and we still hold hands lots. Great bonding with your kids holding
hands.
3. Stroller, used until almost four.

People often tell me "my child won't..." Well, who is the parent I think to
myself. All small children should hold their parents hand. I could tell you
a terrible story where a two year old child was run over in a store parking
lot on a dark rainy night. The police officer who told my husband the story
was so grateful that the child lived even though the tire went right over
the child.

You are the adult and you make the rules. Put the child in a wagon for
outside fun. The world is not looking out for your kid.
