There are child locators-the same idea asluggage locators-that you can buy.
One part attaches to the child.  The other part the parent holds and, when a
button is pressed, the part attached to the child beeps.  I can't say I've
ever used one, but it might be worth looking in to.

                I am a huge fan of bells on my kids' shoes.  Austin had
bells until he was about 4 and my husband and I both felt we could trust him
to come when called, or at least answer us and tell us where he was.  He
also understood about stopping at street corners, holding our hands when
asked, etc.  We also used a backpack harness with a leash in many
situations.  The kind we have is shaped like a monkey and the monkey's tail
is the leash.  Both of my kids loved it, and our two-year-old still uses it
occasionally.  Although she's much better about holding our hands than
Austin ever was!  I do like the leash because it gives the child a little
freedom safely.  There are many kinds of leashes out there as well, soyou
can find the one that worksbest foryou.
