Personally I would advise against using safety pinns on a baby or 
toddler. Maybe it has worked for some without incident, but I'd be very 
hesitant to do it simply because the toddler or baby would have full 
access to the safety pins. They aren't always easy to open, but when 
they are open, they're quite sharp and very risky for baby.
I like the idea of sewing little bells into socks, and they have now 
these little rist wrattles that you can also put on their arms and legs 
to give you the same kind of feedback as the ancle bracelets you speak of.
