Gab couldn't even reach the one I put on her, it was on the shirt just below
the tag. It was also a diaper pin which is very difficult to open. From
what I could tell, she never tried to take it off, or maybe she just
couldn't maneuver to get at it.
I put the bell bracelet on and she promptly took it off.

Personally I would advise against using safety pinns on a baby or toddler.
Maybe it has worked for some without incident, but I'd be very hesitant to
do it simply because the toddler or baby would have full access to the
safety pins. They aren't always easy to open, but when they are open,
they're quite sharp and very risky for baby.
I like the idea of sewing little bells into socks, and they have now these
little rist wrattles that you can also put on their arms and legs to give
you the same kind of feedback as the ancle bracelets you speak of.
