I use bells that Velcro around my son's ankle that were purchased at a local
toy store but they can often times be found at toy stores such as Lake Shore
Learning. I've also heard of them being at music stores. My son out grew
his first pair so a friend got him another pair for Christmas and had a dry
cleaners sow an extension piece of Velcro onto the bells so that they can
fit on a bigger ankle. I love these bells as I can easily hear my son in a
group setting or if the surrounding noise is elevated. As a back-up option,
I also have a bell attached to the back clip of a toddler harness as well as
bells attached to key rings that I can simply loop onto my son's Velcro
buckles on his shoes. The bells on the shoes work great for when I need to
know where he is but need his bells to be quieter like in a library setting.

I think the safety pin folks are just old school. Many of us wore diapers
with safety pins.
Anybody know where to get the wrist or ankle rattles?

Personally I would advise against using safety pinns on a baby or toddler.
Maybe it has worked for some without incident, but I'd be very hesitant to
do it simply because the toddler or baby would have full access to the
safety pins. They aren't always easy to open, but when they are open,
they're quite sharp and very risky for baby.
I like the idea of sewing little bells into socks, and they have now these
little rist wrattles that you can also put on their arms and legs to give
you the same kind of feedback as the ancle bracelets you speak of.
