I would think it would be safer to change an older child on a dresser 
or counter than it would be to change a younger baby because the child 
can be told not to move around or he might fall. If the child doesn't 
listen, though... But as long as Mom or Dad is there to catch him and 
he doesn't get seriously hurt, he'll learn that when you're told you 
might fall you need to listen and be more careful.
