Shannon, 
The woman was probably yelling more out of fear that she could have hit your
son. There are way worse things then going to jail, unintentionally killing
someone and having to live with that is one such an example. 
We all know your son is little. Still, moving vehicles aren't things to mess
around with. If you all know this woman well enough to be buddies with her
dog, then she also cares enough about you guys to wish you no harm. Maybe
your son needed another adult to tell him that some things are downright
dangerous and not acceptable. 
There are way worse things for your son then being afraid of a neighbor.
Maybe this experience will do more then you ever could in terms of getting
him to cool his jets. What he did was dangerous, and natural laws of physics
don't much care if he's special needs or having a bad day.

lady shouldn't shelter you!

Shannan, this is a terrible thing, I know, but smile and know that you have
a supportive posse of blind parents that give a huge dang.  Perk up, buddy.
