It might work, but those car seats get heavy real fast.  Plus, you'll need 
hands to open doors, navigate cars or buses, hold packages, etc.  I'm not 
saying it can't be done, but to be completely honest, I'd plan your trips 
very carefully if you have both babies.  Figure out exactly where you want 
to go ahead of time and decide if it's worth the effort because believe me, 
you'll be exhausted by the time you travel there and back, much less do the 
errands or the story hour or whatever you went for, and you'll have a better 
time at home.  Use paratransit if you can, or take someone with you.  Make 
use of any assistance that's offered along the way.  The babies might be 
hold enough for backpacks, so that's an option.  You'll have a diaper bag to 
contend with as well.  I'm just seeing two car seats, a diaper bag, a 
mobility tool, plus whatever other stuff you have for yourself as a 
monumental pain in the butt and frankly, not worth the hassle unless you are 
going to see someone on his or her deathbed, in which case you would 
probably have transportation there.  Sorry, that's just my take on the 
situation, but maybe there are braver travelers than I am.

Hi, I would try and carry one in the car seat on my arm and the other in a 
carrier. That way, I would have a free hand for a dog or a cane. I'm not 
sure if that is the answer you're looking for. Hope it helped.
