[blParent] Car ownership and insurance issues

Here's how I bought a car in my name for my wife who was learning to drive.
1. Progressive gave us insurance for a permitted driver
2. Put my name on insurance as an excluded driver so I can connect the
insurance to the loan
3. the title and loan are in my name only

You do not have to have a license to buy and own a car. You have to have
insurance to get a loan and you can do that as an excluded driver.
