Yes, IDB is legally required to accept clients into the Center who have 
guide dogs.  however, that client, if they choose to go through Iowa's 
program, also must accept that they are not allowed to use their dog while 
in  their Center classes. This is to say nothing of the time the student is 
outside Center hours, then they are free to use their dog as they wish.
