[CCCNFBW] Mill Plain construction update

Here is some info from WADot:

   - Paving work is scheduled to begin on Monday, July 26.
   - Construction work will require a full weekend closure of the
   Washington Street and Main Street intersections with Mill Plain Boulevard
   scheduled to begin at 10 p.m. Friday June 18 and reopen no later than 4
   a.m. Monday June 20. We are coordinating this construction work in close
   coordination with the City of Vancouver which also has construction
   happening downtown.

I have not seen any info from C-tran on how the buses will be detouring
around the closures in June or paving in July.
