[Central-md-chapter] Chapter Picnic

We are bringing things.  The picnic is at Tim Wolfe's community center in
Elkridge.  We will be sending out directions later.

Where is the picnic going to be? Are we bringing things?I assume so, since
it's been a long time since I've heard anything about that guy with the
truck who used to show up at our picnics years ago!
