Community Relations Department (CRD) Work

Why We Exist and What We Do

Divisions: ADA, Community Affairs, Dispute Settlement Program, Fair Housing

CRD staff serve as an integral part of the human relations support system for the City of Charlotte and Mecklenburg County. By ordinance mandate, we are a statutory agency of the city and County, authorized by Chapter 12 of the Code of the City of Charlotte and a Memorandum of Understanding between the city and County dated July 7, 1969.

Under the city’s human relations ordinance (Section 12-27 (1-9). Powers.), CRD staff has the power to monitor and improve the quality of human relations within the community by interpreting the social inclinations and frustrations of citizens. Staff works with the Community Relations Committee (CRC) to gain insight on Charlotte’s continually changing intergroup relations issues. Together, CRC members and staff work to enhance human relations through five core service areas: (1) Intergroup Relations (Community/Cultural Engagement), (2) Fair Housing, (3) Community Affairs, (4) ADA, and (5) Dispute Settlement (CRC Representative). Per the human relations ordinance, the CRC also seeks to accomplish the following goals and objectives:

• Ensure fair housing practices and nondiscriminatory access to public accommodations, city services, policies, programs, and communications in compliance with Fair Housing and ADA requirements. (Fair Housing, ADA)

• Assist in settling disputes and group conflicts. (Dispute Settlement Program)

• Improve inter-racial, inter-ethnic and community relations. (Community Affairs)

• Prevent discrimination. (Fair Housing, ADA)

• Improve communications among various community groups and individuals. (Community Affairs, Dispute Settlement Program)

• Promote fair opportunity, mutual understanding, respect, and goodwill among all residents. (Community Affairs, ADA, Dispute Settlement Program, Fair Housing)

• Provide channels of communication among the various racial, religious, and ethnic groups in Charlotte-Mecklenburg. (Community Affairs)

• Study problems in the areas of human and community relations (CRD Staff, CRC)
