2023 Milestones on 16th Street

Last year saw major progress for the 16th Street Mall Project! Read below for some key achievements of the past year, and check out the captivating video above, created by PCL, showcasing the great things yet to come for this project.
Project Milestones in 2023:
* Over the course of 2023, a total of 181,057 hours were spent working on the project by PCL construction and their subcontractors.
* 7,000 cubic yards of dirt were excavated along the Mall during 2023. That amount of dirt could fill over two Olympic sized swimming pools! Excavation is done on the project to install underground support elements for the Free MallRide transitway, the Stratavault system, for underground utility work, and more.
* Like any urban infrastructure project, the 16th Street Mall Project requires a lot of new concrete to be poured during renovation. In 2023, 2,400 cubic yards (240 truckloads) of new concrete were placed by the project team to provide the foundation for a new and improved 16th Street.
* A large part of the 16th Street Project is upgrading the complex network of utility lines beneath the street. Every week, the project team encounters and overcomes new challenges with existing systems. Through 2023, 98 utility conflicts were resolved.
* With more than 200 trees, 16th Street will have the longest, continuous tree canopy in the City and County of Denver at project completion. Sixteen of those trees were placed in 2023 including species such as Heritage Oak and Swamp White Oak.
What to expect in 2024: Construction will be active in all blocks with renovations starting in blocks 7, 11, 12, and 13.
* Phase 2 of construction, which includes the installation of pavers in the pedestrian areas, will be active in nine blocks, and finish with fences coming down to begin Phase 3 in seven blocks.
* By summer of 2024, we will begin unveiling the newly revitalized blocks along 16th Street.
* By the end of 2024, at least six blocks of the 16th Street Mall project will be fully complete!
Intersection Closure at California and 16th Streets
As soon as Tuesday, Jan. 16, the intersection of California Street and 16th Street will temporarily close for gas line work. This work is scheduled to last approximately nine weeks. Here's what you can expect: California will become a two-way street between 15th and 16th streets and between 16th and 17th streets during the intersection closure, with a U-turn required at the 16th Street Mall intersection.
* Business and residential access, including access to parking structures, loading docks and surface lots will be maintained. Most access points will be right-in, right-out movements only — we will communicate exceptions with buildings directly.
* Crosswalk closures will occur throughout the intersection closure, with three of the four crosswalks open at all times.
* A temporary traffic signal will be installed at 17th and California streets.
* On-street parking will be limited along California Street.
* The intersection will remain closed 24/7 for the duration of the work.
* Watch for signage for closure and detour information.
* Travel delays are possible so please allow extra time.
Intersection Closure at Tremont Place and 16th Street
As soon as Thursday, Jan. 18, the intersection of Tremont Place and 16th Street will temporarily close as crews begin Mall improvement activities including utility, traffic signal, and lighting infrastructure installation across the intersection. This work is scheduled to last 4-6 weeks.
Here's what you can expect:
During the intersection closure, Tremont Place will temporarily become a two-way street between 16th and 17th streets. This will require a U-turn at the 16th Street Mall intersection. However, please note Tremont Place will continue to be southbound-only between 16th and 15th streets. * Cyclists who remain on Tremont Place must dismount and walk through the crosswalk.
* The intersection will remain closed 24/7 for the duration of the work.
* Watch for signage for closure and detour information.
* Travel delays are possible so please allow extra time.
Renovation Begins between Stout and California Streets
On Jan. 8, 16th Street Mall Project crews and equipment arrived between Stout and California streets (Block 7) to begin reconstruction work in the block. Installation of a full-block, curb-to-curb fence will take place prior to demolition of the pavers. The fencing will expand outward as project work requires. Direct notices will be sent prior to any fence expansion.
Here's what you can expect:
* Work begins in the center transitway area
* Fencing will surround the work site and include signs to direct pedestrians traveling on the Mall
* Alleyway access: Vehicles can enter the alleyway from 15th or 17th streets but cannot continue through to 16th Street Mall. Instead, they will need to back out and leave the way they entered.
* Gates and flaggers will be on-site at intersections to direct drivers and pedestrians as needed
* All businesses will remain accessible.

The Denver Department of Public Health and Environment (DDPHE) rescheduled the noise variance public hearing to Thursday, Jan. 11, 2024, at 4 p.m.
As a reminder, PCL Construction has applied to the Denver Department of Public Health and Environment (DDPHE) for a noise variance which would allow specific construction activities to occur at night. This request is being made to finish project as quickly as possible and minimize impacts to businesses, residents, visitors, employees, and commuters, The noise variance request includes proposed mitigations to protect residents impacted by noise. Night work will only be planned when it makes the most sense, and will not occur every night in every block.

* Bike lanes temporarily detoured to Welton Street and Tremont Place between 15th and 17th streets
Expected Work Hours
Workdays and hours are anticipated to be Monday through Friday, 7 a.m. to 5 p.m. Weekend work will occur between 8 a.m. and 5 p.m. Heavy equipment may operate between hours of 8 a.m. to 5 p.m., any day of the week. Material deliveries and staging may occur overnight. All project activities and schedules are weather-dependent and subject to change.

The RTD Free MallRide continues to run during the 16th Street Mall Project, rerouted to 15th and 17th streets until the project is complete. The detour is currently from Wazee Street to Civic Center Station.
