Darian and all,

This sounds like a really great program. We have unfortunately had an 
overabundance of natural disasters in recent years, so I think something 
like this is really needed and could do a lot of good for a lot of 
communities. Like the article mentioned, getting people on the ground to 
help as soon as possible after a disaster is really important, and I can 
definitely see how this program will make that possible. In that way, it 
will benefit communities hit by disasters or working to minimize the effects 
of future disasters, while also offering those who are serving the 
opportunity to learn skills that they could go on to use when looking for a 
job after the program, thus helping both those serving and those being 
served. Like with other forms of community service, I absolutely think blind 
people fit into this type of program. I do think that you would need to be 
very confident in yourself and your skills and alternative techniques in 
order to participate in something like this.

White House Launches FEMA Corps Program for Disaster Preparedness

The White House has announced a new partnership between the Department
of Homeland Security's Federal Emergency Management Agency (FEMA) and
the Corporation
for National and Community Service (CNCS) that will establish a
FEMA-devoted unit of 1,600 service corps members within the AmeriCorps
National Civilian
Community Corp (NCCC) solely devoted to disaster preparedness,
response and recovery.

The FEMA Corps members, who will serve for a 10-month term with an
option to extend for a second year, will be solely focused on
providing support in areas
ranging from working directly with disaster survivors to supporting
disaster recovery centers to sharing valuable disaster preparedness
and mitigation
information with the public.

The first members will begin serving in August 2012 and the program
will reach full capacity within 18 months, according to FEMA.

At an event inaugurating the program Tuesday at FEMA headquarters in
Washington, DC, Department of Homeland Security Secretary Janet
Napolitano said the
new program would “help communities prepare for, respond to and
recover from disasters by supporting disaster recovery centers,
assisting in logistics,
community relations and outreach, and performing other critical functions.”

“We know from experience that quick deployment of trained personnel is
critical during a crisis,” Napolitano said. “The FEMA Corps will
provide a pool of
trained personnel, and it will also pay long-term dividends by adding
depth to our reserves -- individuals trained in every aspect of
disaster response
who augment our full-time FEMA staff.”

Napolitano added that  FEMA Corps “will provide participants with
critical job skills and training."

“Emergency management is a growing field, much larger than FEMA
alone,” Napolitano said. “The recent high school and college graduates
entering this program
will emerge with the training and the on-the-ground experience that
provides a clear pathway into this critical profession. And finally,
this corps, it
encourages and supports the ethic of public service tapping the energy
and dedication to helping their communities that we see among so many
young adults
today. Many here today, myself included, know that a career in public
service presents opportunities and rewards far beyond paychecks.”

Cecilia Muñoz, director of the White House Domestic Policy Council,
added that FEMA Corps “helps communities recover. It trains young
people, helps them
pay for college, and it doesn't cost taxpayers an additional dime.
Whether you're a young person looking for work, a member of the
community that's been
hit by a flood or a tornado or just a citizen who wants your tax
dollars to be spent as wisely as possible, this is a program you can
be proud of. This
is really government at its best.”

“The program will prepare thousands of young people for careers in
emergency management and related fields,” a statement issued by FEMA
said. “During their
service, they will gain significant training and experience in
disaster services and will provide important support to disaster
survivors.”

FEMA estimated that when the program is at full operational
capability, the agency expected to see a savings of about $60 million
in an average disaster
year.

"Rather than creating duplicative structures, this collaboration will
advance the president's management goals of working across government,
managing across
sectors and promoting efficiency,” FEMA added.

The Department of Homeland Security's

today announced an innovative partnership between to establish a
FEMA-devoted unit of 1,600 service corps members within AmeriCorps
National Civilian Community
Corps (NCCC) solely devoted to disaster preparedness, response, and 
recovery.

This partnership builds on the historic collaboration between the two
agencies and will enhance the federal government’s disaster
capabilities, increase
the reliability and diversity of the disaster workforce, promote an
ethic of service, expand education and economic opportunity for young
people, and achieve
significant cost savings for the American taxpayer. When the program
is at full operational capability, and in an average disaster year, we
expect to see
a savings of approximately $60 million in a year.

Every year, millions of Americans suffer the effects of natural and
man-made disaster. Disasters can lead to human losses, social
problems, economic harm,
and environmental damage. Given the prevalence and severity of
disasters and other hazards, FEMA is looking for ways to diversify and
fortify its existing
disaster workforce structure. FEMA will partner with CNCS to support
1,600 additional service corps members annually within AmeriCorps
NCCC, a full-time
residential service program for individuals ages 18-24.

The FEMA Corps members will be solely focus on
disaster preparedness, response, and recovery activities
, providing support in areas ranging from working directly with
disaster survivors to supporting disaster recovering centers to
sharing valuable disaster
preparedness and mitigation information with the public.

The FEMA Corps members will serve for a 10 month term with an option
to extend for a second year. The program will prepare thousands of
young people for
careers in emergency management and related fields. During their

apply to AmeriCorps NCCC.
