They can, it is only possible because of the vast numbers of volunteers!
Some recreational activities have national associations, for example.
Beep Baseball, Bowling, Sailing and golf. I think the blind veterans
have a national skiing association! I can check around for the
information and if you want to poll your blind friends for interest,
I'll post on list for all. You can begin simply, find a space someone
is willing to donate, try non profits. Make it a 2 or 3 hour session
before or after lunch time, this way they can brown bag if necessary.
Identify a few volunteers, try art teachers they are usually willing
to give some time, hopefully you won't need any for transportation,
make sure a couple people have basic orientation to the building and
you're almost ready to go! Crafting is fun and can be easy, center a
project around a holiday or occasion promote it and see what happens.
It's a relaxed atmosphere and will stimulate conversation about other
interests, think of it as networking event with a activity! nfb has a
crafters division, check it out.
