[Ct-nfb] the new BRS

BRS is a new agency, the Bureau of Rehabilitative Services, which combines 
the old BRS (Bureau of Rehabilitation Services) with BESB (Board of 
Education and Services for the Blind), the agency for the Deaf and Hearing 
Impaired, the agency for workman's comp retraining, and the department of 
motor vehicles which teaches disabled people to drive.

Naturally, it would be in our best interest if the person heading this new 
agency was familiar with the needs and abilities of blind people.
