Hi Gary,
This message might explain why the Client Assistance Program (CAP) has been completely unresponsive (except for a few voicemails in phone tag that stopped coming to me months ago) as I have been trying to use them to help me advocate for the things which BESB has denied me in my job placement.
If I end up back in Connecticut soon as an unemployed blind person, I will have to try again with BESB, and I hope that the transition period for the CAP program does not leave us without CAP for ANY period of time. I wonder if the people at the Office of Protection and Advocacy are trying to get out of taking up new cases or just not trying anymore because of how they’re shutting down. I hope that’s not the case, but I’m running out of excuses to make on their behalf.
Gary, this might be an opportunity for you to really shine as your new president. You are a rehab counselor. What’s going on with our CAP program, and how can BESB clients get what they need?

Public Act 16-66 requires Governor Malloy, no later than July 1, 2017, to designate a nonprofit entity to replace the Office of Protection and Advocacy for Persons with
Disabilities as Connecticut’s Protection and Advocacy System.
Attached please find the Governor’s Public Notice of his intent to designate the non-profit entity Disability Rights CT as Connecticut’s Protection and Advocacy System and
to operate Connecticut’s Client Assistance Program for Persons with Disabilities.
Written comments are welcome regarding this matter and will be accepted until Friday March 10, 2017. Written comments can be submitted:
