[CT-NFB] speaker

My question to Commissioner Porter is:
What changes will be made to adult services to provide newly blinded adults not seeking employment, training to use their smart phones Non-visually?  Just that training alone, means the difference between staying safe and living independently or not. Also, How is the money thathow is the money that is specifically earmarked for seniors spent?
