[CT-NFB] Items for Business Meeting on Sunday of State Convention

Hi,
Not so much as for the business meeting, but I'd like to ask Carol Jenkins to walk us through the budget process, who determines how the funds are going to be spent and how best to have our voices heard BEFORE the budget is given to the Governor?
