The Connecticut Office of the Child Advocate (OCA) and Disability Rights Connecticut (DRCT) released the results of a multi-year investigation into the actions, practices, and oversight by the State Department of Education and High Road Schools, a group of eight state-approved and publicly funded private special education programs.

 

The Investigative Findings and Recommendations by OCA and DRCT call for a sweeping series of changes to current practices, citing “urgent system concerns,” and recommending “increased local and state oversight and accountability for ensuring children with disabilities receive the appropriate education they are entitled to under state and federal law.”

“Connecticut school districts overly rely on for-profit, special education schools to serve students with disabilities – particularly those with mental health disabilities – in an environment that is segregated from students without disabilities, lacks equal educational opportunities, and are characterized by a stunning absence of sufficient oversight, such as High Road Schools demonstrate,” said Deborah Dorfman, Executive Director of Disability Rights Connecticut. “Children – including children with disabilities and children of color – all deserve and have a right to receive quality education in the most integrated setting.”

The 57-page report noted that the children at High Road Schools, some as young as age 5, are “among the state’s most vulnerable students.” The OCA/DRCT findings “directly implicate local and state responsibilities to oversee delivery of appropriate special education services for these children – disproportionately low-income children of color – who have a civil right to education.” Recent CSDE data indicates that more than 50 percent of children placed in “separate schools” are identified as children of color.

 

Connecticut also ranks second among all states for the percentage of children identified as having Emotional Disability who were educated in “separate schools,” with almost a third of these students statewide educated in separate settings.

Youth Mental Health


 



In Connecticut and around the country, young people are increasingly experiencing mental health challenges. Minority and marginalized youth are at an even higher risk. The crisis is pushing hospital emergency departments to their limits and placing additional demands on mental health service systems that were already overwhelmed. The U.S. Surgeon General has made youth mental health one of their priorities.

DRCT attends the disAbility Summit at Mohegan Sun

On March 16, 2024, DRCT attended the disAbility Summit sponsored by LEARN Regional Education Service Center. This event offered families, caregivers, and other professionals in the Eastern region of the state an opportunity to connect with state and local agencies. The event also provided break-out sessions. DRCT was able to share information about employment, education, and voting, including our Special Education Clinic and our new Supported Decision Making Clinic. There were more than 300 people in attendance. A special thanks to Stephen Byers, Staff Attorney for attending with me.

Waiting for In-Home Services for your Child with Autism on HUSKY A?


 


We would like to talk to parents or guardians of kids who (1) are on HUSKY A, (2) have no other health insurance, (3) have a diagnosis of autism spectrum disorder and—

*    Have been waiting for months for a Functional Behavior Assessment (FBA) or Behavioral Intervention Plan (BIP)

*    Have the FBA and a BIP completed but can’t actually get services started in the home

*    Have had services in the home but there was an interruption and you could not get services restarted 

*    Have not been able to get Intensive In-Home Child & Adolescent Psychiatric Services (IICAPS) that your provider has recommended for your child or you got those services but they were then terminated before your provider thinks they should have been, or

For the first time since 2021, the Centers for Disease Control and Prevention has updated its COVID isolation guidance.


 




The new guideline: 


*    Stay home and away from others (including people you live with who are not sick) 

 

*    If you have respiratory virus symptoms that aren't better explained by another cause, you can resume normal activities once your symptoms are improving and you’ve been fever-free—without the aid of fever-reducing medications—for at least 24 hours.

 

*    For the 5 days after you resume your normal activities:

 

*    You should take extra precautions, like wearing a well-fitting mask and maintaining distance from others, gathering outdoors or in well-ventilated areas, cleaning hands and high-touch surfaces often, and testing when possible before gathering with others. 

 

*    If symptoms or fever return, you should start back at square one: staying home and away from others until you’ve been improving and fever-free for at least 24 hours.

What should you do if you’re at higher risk of severe illness?

If you’re at higher risk of severe illness—generally, this is older adults and young children, pregnant people, people with disabilities, and people with compromised immune systems:

*    If you test positive for COVID or flu, there are antiviral medications that can be taken within a few days of symptom onset and are extremely effective in reducing the likelihood that your symptoms become severe or that you need to be hospitalized.

 

Does this new guidance mean that all of these respiratory viruses pose the same risk?

No, COVID-19 is still causing more cases and more severe diseases than influenza or RSV. A person’s risk for severe infection will also vary based on a number of factors, including age and health conditions.
