This Giving Tuesday, we are asking for your support to help Disability Rights Connecticut (DRCT) advocate for the rights of children and adults with disabilities in Connecticut.
Our goal is to raise $25,000 to help people get the services they need, like health, mental health, long-term care, and education.
Your donation will help to expand and continue our work. Here are just a few examples:
* Investigating schools to ensure that disabled students are not neglected and get the special education services to which they are entitled.
* Making sure private wheelchair companies change their practices and policies to repair wheelchairs on time.
* Collaborating with partners to stop Medicare Advantage Plan providers from misleading people about what their plans cover.
* Eliminating barriers to voting for people with disabilities.
* Outreach and education focused on serving under and unserved communities throughout Connecticut.

Federal Response to Teacher Shortage - Impacts on Students with Disabilities
The U.S. Commission on Civil Rights held a briefing on, Friday, November 15, 2024, on how national teacher shortages, exacerbated by the 2020 pandemic, have impacted students with disabilities. The investigation focused on challenges schools face in staffing special education professionals, and how the federal government has worked to address these challenges in recent years.

Are you facing service termination or reduced PCA hours under the Community First Choice (CFC) Medicaid program?

Community First Choice (CFC) is an important Medicaid service that allows people to get personal care assistance (PCA) services at home if they would otherwise have to go to a nursing home for the care they need. You, the consumer, decide when and how personal care is provided.
CFC is a covered Medicaid/HUSKY service under our federally approved state Medicaid plan, not a Medicaid waiver. However, some people are on both a Medicaid waiver for home and community-based services (HCBS) and CFC. These HCBS waivers include CHCPE, PCA, ABI, Mental Health Waiver, DDS, and Katie Beckett. People over income for HUSKY may nevertheless become eligible for Medicaid through an HCBS waiver and qualify for CFC services. The income limit for waivers is higher than HUSKY, equal to three times the SSI payment amount.
As it is a part of Connecticut’s state Medicaid plan, CFC is an entitlement. If you qualify for Medicaid and need care at a level provided in a nursing facility, you are entitled to PCA services up to your needs, regardless of the number of people who need these services. This also means that you are protected by federal rules if the state wants to stop or reduce your CFC services, providing you with a sense of security. DSS must send you a written notice at least 10 days before they can end or even reduce your CFC (or other Medicaid) services.
The written notice must include:
1. What the change is
2. Why the change is being proposed
3. The specific law that the change is based on
4. Information that you can appeal the change and how to do so
5. A statement that you can keep the full benefits until a hearing decision is made. (The state can ask for reimbursement for services paid for during this period if you end up losing the appeal, but this rarely, if ever, happens.)

Transition Services Experience Survey
The State Independent Living Center (SILC) has developed a Transition Services Experience survey for students and recent students aged 14 to 27 and parent/guardians.
The Transition Experience survey aims to gather information to improve transition outcomes. The survey results will be presented to the Department of Developmental Services (DDS), Bureau of Rehabilitation Services (BRS), the Connecticut State Department of Education, and transition services providers.
If we want better results for adults with disabilities, we need better results for students. Transition services are critical to moving into a meaningful adult life.

The Centers for Independent Living (CILSs) The Independent Living System in Connecticut consists of the State Independent Living Council (SILC) and five Centers for Independent Living (CILs), which are located throughout the state. The SILC works across CT to promote choice, equal access, opportunity, and full inclusion of people with disabilities into American society's economic, political, social, cultural, and educational mainstream. CILs are community-based, cross-disability, non-profit organizations that are staffed and directed by people with disabilities. They assist individuals of all ages and disabilities in navigating complex service systems and advocate to ensure access to their chosen services and support. Their services are provided at no cost to the individual. HUSKY C is a Medicaid program in Connecticut. It is for low-income people who are disabled, OR people over 65. We are looking for disabled people who can’t get on HUSKY C because they have income or assets that are over the limit.
* The income limit for HUSKY C is just $1234/month.
* By contrast, the Medicaid program for non-disabled, non-elderly people not on Medicare (HUSKY D) has a much higher income limit, currently $1732/month.
* The asset limit for HUSKY C is $1600/$2400 (single/couple).
* By contrast, HUSKY D has no asset limit.
The income and asset limits for HUSKY C make it very hard for disabled people to get on HUSKY C, or to stay on it and save money for emergencies. Meanwhile, disabled people on Medicare cannot qualify for HUSKY D with its higher limits. (Medicaid covers services that Medicare does not, like home care, vision/dental care, hearing aids, and medical transportation.)

For the first time since 2021, the Centers for Disease Control and Prevention has updated its COVID isolation guidance.
The new guideline:
* Stay home and away from others (including people you live with who are not sick)
* If you have respiratory virus symptoms that aren't better explained by another cause, you can resume normal activities once your symptoms are improving and you’ve been fever-free—without the aid of fever-reducing medications—for at least 24 hours.
* For the 5 days after you resume your normal activities:
* You should take extra precautions, like wearing a well-fitting mask and maintaining distance from others, gathering outdoors or in well-ventilated areas, cleaning hands and high-touch surfaces often, and testing when possible before gathering with others.
* If symptoms or fever return, you should start back at square one: staying home and away from others until you’ve been improving and fever-free for at least 24 hours.

What should you do if you’re at higher risk of severe illness?
If you’re at higher risk of severe illness—generally, this is older adults and young children, pregnant people, people with disabilities, and people with compromised immune systems:
* Seek testing and contact your physician.
* If you test positive for COVID or flu, there are antiviral medications that can be taken within a few days of symptom onset and are extremely effective in reducing the likelihood that your symptoms become severe or that you need to be hospitalized.
Does this new guidance mean that all of these respiratory viruses pose the same risk?
No, COVID-19 is still causing more cases and more severe diseases than influenza or RSV. A person’s risk for severe infection will also vary based on a number of factors, including age and health conditions.

The federal government will continue to distribute COVID-19 vaccine to healthcare providers such as retail pharmacies, hospitals, and physician practices. After the Public Health Emergency ends, the federal government will continue to distribute all available vaccines in their inventory, free to U.S. residents, until that inventory is depleted or expires.
