I prefer the app over the website just because I primarily shop with my iPhone, but the website is also accessible for blind screenreaders. I will say Firefox or Chrome work better with Amazon than Internet Explorer, but it is possible to use IE But I just purchased items this week from Amazon on the app using voiceover in addition to looking up some past orders.

I am totally blind and I have no problem ordering things from Amazon. I do know someone who chooses to call the disability services department that they have posted at the top of their page. He said they are very helpful in hunting for things and placing orders for him. If you have trouble finding that phone number, let me know. I will get it for you.
