Dear Lynn,

if you don't find an alternative version maybe you can use the 
accessibility options of Adobe Reader to view it zoomed (with reflow) 
and with changed colors (without using Zoomtext). Otherwise you can 
convert it to HTML with Adobe Professional.

The document is not truly accessible (missing alternative images and 
with some incorrect order) but in any case that should be better than 
nothing.
