[Dtb-talk] ID cards for the print disabled.

I meant all local libraries which would include for the public and for the 
disabled. Salem has both the Salem Public Library and Talking Book and 
Braille Services so people who lives in cities that include libraries for 
both fall under local libraries in my book.
