You can't usually acquire a cell phone that way. I guess that perhaps
you could convince your state rehab agency to get you a KNFB reader, and
then you would have an unlocked cell phone. Here in California, there
is a program to distribute accessible telephone equipment to persons
with certain disabilities, but it is restricted to landline phones.
They are exploring distribution of cell phones, but because cell phones
are distributed differently, they have not been able to come up with a
workable distribution mechanism for them.

If a phone comes with the basic features you want, buy it and don't use
the
other features you don't want. Everything these days come with features
that aren't used. Simple as that.
And if the IPhone is not in your price range, then see if you can get
one
under the auspices of your state agency, like many blind folks do.
