What are you referencing when saying some blind folks get phones under their
state agency.  I am in ca.
Are these people getting a group plan or what?

If a phone comes with the basic features you want, buy it and don't use the 
other features you don't want.  Everything these days come with features 
that aren't used.  Simple as that.
And if the IPhone is not in your price range, then see if you can get one 
under the auspices of your state agency, like many blind folks do.
