I bought a treadmill with flat panel controls, and marked them with
clear Dimo tape.

What do you mean by "accessible"? If you're looking for a treadmill
with a
talking monitor, I don't think there is any such thing. The best you
can do
is find a treadmill whose monitor has discrete buttons rather than a
flat-membrane touchpad. At least you will be able to turn it on and off
and
adjust the speed and height once you become familiar with the buttons.
If
you want to keep track of your distance walked and number of steps
taken,
your best bet is to buy a talking pedometer from a vendor like
Independent
Living Aids or Maxi-Aids. These vendors of products for the blind may
also
sell a talking heart rate monitor and talking countdown timer. HTH
