The nike interface on the IPhone is used by sporting goods manufacturers 
to store data in a data base on your cell phone about your exercise 
performance.  To the best of Apple Accessibility's knowledge sporting 
goods manufacturers haven't had an app written for treadmills that would 
tell a user with VoiceOver running the information coming up on the 
equipment's displays like heart rate and target heart rate metrics. 
There's nothing preventing any of these manufacturers from doing so, it 
just appears it hasn't yet been done.
