The iTouch is basically an iPhone without the phone, and a small version
of the iPad.  They all use the same OS and all have wireless
connectivity.  The only difference is that apps that require the use of
the cellular network will not work on the Touch, and will only work on
the iPad if you have the 3G version, and you purchase a data plan.  GPS
systems that load all of their map data on the device will work on the
Touch, provided that you have one of the external GPS receivers that are
designed to work with the Touch.  Some GPS systems store data on a
server and only download data that is needed at a given time.  These
will not work with the Touch because you do not have access to the
cellular network. You cannot make traditional phone calls with the
Touch, but provided that you are in range of a wireless network, you can
use a program like Skype.

Depending on what type of reading is going to be accomplished, will push
the person more towards one device or another.  I had an original
BookPort and loved it.  Once it was not compatible with my computer's
operating system, I moved over to an iPod Nano and had access to a few
sources of audio books.
I then moved to an iPad and an iPhone and do not regret it.  I know that
both of these devices have a very large learning curve, so maybe
consideration of the iTouch is the way to go.
