I live in L. A. and have hired electricians, and that rate of $100 is
pretty close.

Actually, that's in New York City and New York City is a special case.  
Much like Washington D.C. and both for the same reason, both are through
the roof in terms of local costs of living.  Case in point, a shoebox
apartment in New York city goes for $1,500.00 a month.  Where I live
though apartments like that if they can be found go for about $500.00 a
month.  I have a two-bedroom apartment and that's at market rate and
goes for $835.00 in Lexington Park, Maryland.
