That depends on which android operating system you have.  I used android 2.1
and you need sighted assistance to go in to settings, accessibility, check
accessibility settings then talk back.  It has been a year or so since I
played with Android because I got an iphone but that sight should help you
get started and they have quite a users group on that sight who will help
you.

Could you tell my how I can get the Samsung Galaxy S3 to work?  What else
