I am unaware of any firm that will offer you such a plan.  Assuming you don't want an Iphone or for that matter any sort of smart phone, you might then just have to go as basic as you can with a very simple phone and prepaid plan.  OF course, keeping in mind that if your needs are for only a very basic phone, and all you want to do is call someone, I really cannot see that paying $9.99 for a special phone will meet your needs.  
So, perhaps the first advice I'd give you is this.  Decide just exactly what your needs are.  Then, see if a pre-paid plan will do for you.  After that, see about the phone.
