The low end model cannot be made accessible for the blind because its
processor lacks the needed power, and it has no audio capability. It is
designed to serve as an electronic representation of a printed book.

It seems like the high-end Kindle might be accessible, but not the
low-end. 
QVC is selling the Kindle Fire, the one in the article, for about $265.
